Midstate borough hires manager to recruit future workforce

(Harrisburg) — One midstate borough has hired someone specifically to help recruit the next generation of skilled technical workers.

Chambersburg, Franklin County employs more than 300 people for full-time, part-time and seasonal work.

“We are the only municipality [in Pennsylvania] that owns and operates all of its own utilities. We’re an electric utility, a natural gas utility,” said Borough Manager Jeffrey Stonehill said. “And we have a very large and complex workforce.”

The borough also manages regional water, sewer, and stormwater systems.

Stonehill said he can’t assume people will be ready to take over these jobs as older workers retire.

“It’s not just a government issue. You hear it in industry. You hear it in business,” he said. “I think we all need to be cognizant that it takes work and effort to bring young people into the workforce and to make sure that they have the necessary skills.”

The new Diversity, Outreach, and Employment Resources Program Manager Jade Dunhour has previously worked as a Spanish teacher, interpreter, and youth coach.

She said she’s working on a strategic plan to coordinate with the school district, local businesses and civic groups to reach future workers.
