$12 million plan to improve roads, bridges in Franklin County

(Chambersburg) — U.S. 30 and U.S. 11 in Franklin County will see plenty of roadwork in the next four years.

The Metropolitan Planning Organization, the county’s transportation planning committee, recently adopted a $12 million Transportation Improvement Plan for 2019 to 2023.

Sixteen bridges will be replaced — including the one-lane bridge on Social Island Road, a shortcut between U.S. 11 and Pa. 995. The fate of the stone arch bridge, built around 1860, has not been decided, but the public will be involved, according to a spokesman with the Pennsylvania Department of Transportation.

Safety at U.S. 11 and Social Island Road also will be studied in a separate project.

On U.S. 30 west of Chambersburg, two bridges and a large pipe will be replaced and three small bridges will repaired. The Lincoln Way West (U.S. 30) bridge over the Conococheague Creek in the borough will be repaired, and the U.S. 30 bridge near Caledonia State Park will be replaced.

The bridge over the Falling Spring on North Main Street (U.S. 11) in Chambersburg will be replaced.

Improvements to Main Street, Scotland, are set for the summer of 2019.

Projects to synchronize traffic signals, build an Exit 12 for Interstate 81 and improve Tomstown Road are pending:

  • I-81 Exit 12 at Guilford Springs Road is being designed in 2019 and 2020. Construction of the $30 million interchange could begin in 2022.
  • Signals and interconnections could be upgraded at 56 intersections where signals control traffic in Chambersburg and the townships of Guilford and Hamilton.
  • Tomstown and Orchard roads at Anthony Highway (Pa. 997) could be realigned when Washington Township Boulevard is extended to Pa. 997.

The MPO will hold a special meeting in September to readopt the TIP to include the three projects. The action is required because of a change in Federal Highway Administration rules resulting from a federal court decision elsewhere.

Here are the projects on the to-do list with the estimated total costs and bid dates:

U.S. 11

  • Replace the southbound U.S. 11 (North Main Street) bridge over the Falling Spring in Chambersburg. Cost: $1.1 million. Bid: March 2020
  • Replace U.S. 11 bridge over a tributary to the Conococheague Creek in Antrim Township. Cost: $1 million. Bid: March 2020.
  • Improve safety at U.S. 11 and Social Island/Overcash roads. Engineers will evaluate road realignment, turn lanes, wider intersection and other possibilities. Cost: $1.6 million. Bid: July 2023.

Lincoln Highway (U.S. 30)

  • Preserve the bridge carrying westbound traffic on Lincoln Highway West (U.S. 30) over the Conococheague Creek in Chambersburg. Cost: $345,000. Bid: March 2020.
  • Replace the Lincoln Way (U.S. 30) bridge over Rocky Mountain Creek in Greene Township. Cost: $3.4 million. Bid: December 2020.
  • Replace Lincoln Highway (U.S. 30) bridge over a branch of Campbell’s Run in St. Thomas Township. Cost: $1.8 million. Bid: January 2020.
  • Replace Lincoln Highway (U.S. 30) bridge over a branch of Campbell’s Run in St. Thomas Township. Cost: $1.6 million. Bid: January 2020.
  • Rehabilitate a bridge over a tributary to Back Creek on the Lincoln Highway (U.S. 30) in Hamilton Township. Cost is $1.4 million. Bid: January 2020.
  • Rehabilitate a bridge over a tributary to Back Creek on the Lincoln Highway (U.S. 30) in St. Thomas Township. Cost: $1 million. Bid: January 2020.
  • Rehabilitate a bridge over a tributary to Back Creek on the Lincoln Highway (U.S. 30) in Hamilton Township. Cost: $680,000. Bid: January 2020.
  • Replace pipe under Lincoln Highway (U.S. 30) at tributary to Campbell’s Run in St. Thomas Township. Cost: $600,000. Bid: January 2020.

Scotland

  • Reconstruct Main Street in Scotland. Cost: 4.5 million. Bid: June 2019.
  • Install sidewalk on Main Street, Scotland, from Orchard Lane to Elevator Street in Greene Township. Cost: $498,000. Bid: June 2019.

Other roads

  • Replace Social Island Road bridge over the Conococheague Creek in Guilford and Hamilton townships. Cost: $2 million. Bid: June 2020.
  • Install warning devices at the Norfolk Southern railroad crossing on South Third Street, Marion, in Guilford Township. Cost: $285,000. Bid: April 2020.
  • Replace the West King Street bridge in Shippensburg and Southampton Township. The bridge crosses the Norfolk Southern Railroad.  Cost: $1.3 million. Bid: April 2020.
  • Preserve the South Fayette Street bridge over Shirley Run in Shippensburg and Southampton Township, Cost: $100,000. Bid: October 2023.
  • Replace Maclays Mill Road bridge over the Conodoguinet Creek in Southampton Township. Cost: $975,000. Bid: March 2022.
  • Replace Stone Bridge Road bridge over the west branch of the Conococheague Creek in Metal Township. Cost: $1.5 million. Bid: January 2025.
  • Preserve Fort Loudon Road (Pa. 75) bridge over Bucks Run in Peters Township. Cost: $400,000. Bid: January 2025.
  • Replace Pa. 997 bridge over the west branch of Antietam Creek in Quincy Township. Cost: $1.9 million. Bid: August 2021.
  • Replace the Marsh Run Road bridge over Marsh Run in Antrim Township. Cost: $920,000. Bid: November 2019.
  • Replace the Heisey Road bridge over the west branch of the Conococheague Creek in Montgomery Township. Cost: $2.3 million. Bid: March 2020.
  • Rehabilitate Mont Alto Road bridge over a tributary to the Conococheague Creek in Guilford Township. Cost: $319,000. Bid: August 2021.
  • Rehabilitate Rocky Mountain Road (Pa. 233) bridge over Rocky Mountain Creek in Greene Township. Cost: $800,000. Bid: September 2019.
  • Replace the Mountain Road bridge over Buck Run in Peters Township. Cost: $850,000. Bid: January 2027.
  • Replace box culverts around the county 2019-20. Cost: $450,000.
  • Unspecified safety improvements in 2019. Cost: $30,000.
