Midstate jails work to meet needs of growing female population

(Harrisburg) — Midstate jails are dealing with an increasing population: females.

The situation presents a unique challenge.

Franklin County has run out of room in the female dorm at its jail.

Cumberland County is facing a similar issue and Schuylkill County has had to move female inmates to other county jails.

A nonprofit is trying to reverse the trend by reducing the recidivism rate.

It’s called The Program, and it’s based in Harrisburg.

CEO Carol Howard says they offer counseling for women before they’re released, parenting sessions and time with their children for those on work release, and help finding work once they’re free.

“Those first three months after they get released are such difficult days for our clients. And if we can maintain contact with them, we can help them through that period,” says Howard.

Howard says the women they help have faced drug or alcohol issues, were convicted of DUIs, or were jailed for unpaid fines.

“There are very few services that are very welcoming to women who have been incarcerated. We have lists of employers who are particularly welcoming to our clients who may have records,” she adds.

In Franklin County, the female population has more than doubled in the past four years.
