State lawmakers address substitute teacher shortage

(Harrisburg) — Easing the shortage of substitute teachers in Pennsylvania is the focus of legislation now before the state House of Representatives.

The state Senate has already approved a bill which would allow college students to serve as substitute teachers on a short term basis.

Senate Education Committee Chairman Lloyd Smucker says it would serve two main purposes.

“Allowing these students to serve as substitute teachers will give them valuable experience and early exposure to the classroom environment, while also providing a readily available, cost effective and high quality pool of teachers for school districts,” Smucker said.

The bill would allow students who have completed 60 credit hours and who are enrolled in a teacher program at a four-year Pennsylvania college, to substitute for a limited number of days in any school district in the state.
