What if a proposal deals with a problem that may not exist?

A midstate lawmaker is set to propose keeping the majority from pushing any bills through before the inauguration.
Democratic state Senator Rob Teplitz of Dauphin County says the session could provide a small opening if the majority got particularly enthusiastic about a bill.
But Teplitz, who co-chairs the Legislative Government Reform Caucus, acknowledges it’s not really a threat right now.
“It would be logistically difficult to get something done, and frankly, if high priority items to Governor Corbett haven’t gotten done in the last four years, I’m not sure they’re going to get done in two and a half weeks in January,” he says.
The legislative session starts January 6th, while Inauguration Day is January 20th.
Teplitz plans to introduce the bill next year, along with legislation requiring lawmakers report any gifts of more than $50.
